MINUTES
OLD LYME PLANNING COMMISSION
PUBLIC HEARING AND REGULAR MEETING
MAY 8, 2014


PRESENT WERE:  Harold Thompson, Chris Kerr, Edgar Butcher, Robert McCarthy, Alternate Todd Machnik seated for Steven Ross and Alternate Don Willis.

LOT LINE MODIFICATION – 36 & 40 SEASIDE LANE – WAYNE J. CARINI.

Thompson reported that this application had been discussed at a prior meeting and was tabled until such time it could comply with the zoning regulations.  He further stated the commission has now received new plans with a revision date of March 17, 2014.  He also noted the commission has now received a memo from Ann Brown, ZEO dated May 7, 2104 indicating the revised plan for the proposed lot line modification does comply with the zoning regulations.  In addition the commission received a letter from Attorney Cassella dated May 8, 2014 indicating the proposal was also now eligible for approval contingent upon the review and filing of the Proposed Vehicle Easement shown on the plan.

Harold Thompson made a motion to approve the Lot Line Modification conditional upon final review and filing of the Proposed Vehicle Easement.  Chris Kerr seconded the motion.  The motion passed unanimously.

PUBLIC HEARING

AMENDMENTS AND REVISIONS TO THE OLD LYME SUBDIVISION REGULATIONS

The commission reviewed the latest revised draft of the regulations dated May 8, 2014.  Attorney Cassella reviewed the changes that had been made to the document since the last meeting as a result of Selectwoman Nosal’s review of the document.  The commission thanked her for taking the time to do such a thorough review.  Thompson reported that the Regulations had also been submitted to the Connecticut River Council of Governments and Diana Atwood Johnson, Chairwoman of the Open Space Commission for review. Attorney Cassella also requested that Tom Metcalf give the document a final review prior to the June meeting.

The hearing was continued until the June 12, 2014 meeting.

READING AND APPROVAL OF APRIL MEETING

Todd Machnick made a motion to waive the reading and approve the April minutes as submitted.  Don Willis seconded the motion.  The motion passed unanimously.
